macOS 10.16 Monterey launched on October 25, 2021. Should I install yet?

The general rule is to give a new release at least a month before using. This gives some time to any possible bugs.

More importantly, why do you need to upgrade (unless you are running or earlier)

Be careful, make a full time-machine backup and make sure your computer is compatible, has enough free disk space and is NOT running a conventional (Hard-disk-drive) …as an update such as this will likely kill the HDD.
